		News from the Civil War: Exactly 150 years later: recent events February 23 President-elect Abraham Lincoln has arrived in Washington. It is rumored that there was a plot against him and other members of his delegation, and so the President-elect came secretly from Baltimore, rather than taking the Presidential train. March 2 The Congress has passed the Morrill Tariff Act to protect American industry from foreign competition and to raise Federal revenue. The act sets the tariff rate on dutiable items to 36%.
